为进一步压实参建各方主体责任，提升建筑工程质量安全水平，济南市住房和城乡建设局在全市范围内开展了工程质量安全大检查、大整改、大提升专项行动，重拳出击，铁腕整治。截至4月9日，市、区县两级质量安全监督机构出动检查组902组次、检查人员4428人次，共检查在建项目及预拌混凝土生产企业1322个次，对存在问题的251个项目下达了停工整改通知书，对62家参建单位进行了约谈，对56个参建单位实施了信用惩戒，对23家参建单位按规定移送执法部门进行行政处罚。

突出重点抓排查。按照“全覆盖、零容忍、严执法、重实效”的要求，对所有建筑工程进行拉网式质量安全大检查。工程质量方面，严查混凝土生产质量，强化源头治理，严查结构实体质量，强化参建各方“红线”意识，狠抓质量常见问题治理，提升治理成效，严把验收监督关，提高工程质量管控能力。安全生产方面，重点对深基坑、高支模、脚手架、起重机械等关键环节进行重点排查，对安全教育培训不及时不到位，特别是工人的三级教育、特种作业人员持证上岗情况等进行重点关注，对安全隐患严重的企业以及薄弱环节和关键部位整改情况进行重点监督。

明确责任抓落实。各区县住建局发挥一线属地管理责任，全面开展好拉网式质量安全生产大检查，坚决堵塞各种质量安全漏洞;市区两级监督机构强化在建工地督查检查力度，督促参建各方认真落实质量安全生产主体责任，利用视频监控、微信等方式，实现对所有在建项目的实时管控。进一步规范参建各方责任主体的质量安全行为，切实提高对质量安全管理工作的重视程度，严格按照有关法律法规规定落实质量安全责任制，履行各自责任和义务。将参建各方质量安全关键岗位的人员配备情况作为重要内容加大监督检查力度，保证参建各方质量安全机构体系健全、人员配备到位，并督促相关人员切实到岗履职，同时进一步强化质量安全教育培训，从岗(班)前质量安全教育等基础工作抓起，培养从上到下、从法人到一线工人的质量安全意识和自我保护意识。近期将对全市建筑施工企业、项目负责人、管理人员和工人进行安全生产专题培训，并建立培训长效机制。

健全制度抓长效。济南市一方面督促职能部门落实好重大质量和安全隐患挂牌督办、事故查处公告等制度，指导企业严格落实企业领导带班制度、施工现场关键岗位考勤制度、重大危险源管控等现有制度;另一方面，认真研究、加快进度出台两项从严从重处理处罚规定，即《关于对违反房屋建筑工程安全生产行为的处理规定》和《关于对违反房屋建筑工程质量行为的处理规定》，对发生事故和较大质量问题的企业和责任人，立即启动即行问责，同时强化落实“不良行为”“黑名单”等信用措施，让责任企业“一处失信，处处难行”。
